If there is a global differentiation as I wrote above, then the \"anonymous phone call\" could be \"a nuisance call\" or \"a harassing call\", depending on the frequency of the calls. I mean, if someone misdials a phone one or two times and then stops, this is \"a nuisance call\" according to the above definition. But is they continue to call, then their motive seems more like harrassment.

Explanation:
Children often did this sort of thing for fun before the invention of "Caller ID." This is generally what I think of when I hear "nuisance call."

I suppose it could mean telemarketers. They are a nuisance, however they are not that often referred to as "nuisance calls."

Nuisance means "inconvenient, annoying."
