In order to enter the race for influence, Mahan contended, the United States had to expand its depleted merchant marine, acquire overseas naval bases, build up a large navy, and find markets abroad. Third, religious leaders supported efforts to spread Christianity to foreign peoples. Finally, the United States seemed to be falling behind in the race for empire; it had not acquired noncontiguous territory since the secretary of state bought Alaska from Russia in 1867.

I believe you are not asking the definition of "American foreign policy", but the characteristics of it during the period of 1890 to 1900. Then answer is "expansionism", "colonialism", and other efforts of "empire building" onto overseas.
Late 19th century America abandoned the "Monroe Doctrine", which is in essence isolationism (non-interference-with-Europeans policies). During this decade America fought Spanish-American War and expanded its power over former Spanish territories, such as Cuba and Philippines, and make them virtual territories if not by formal means. Then America expanded its power to the Pacific regions. Remember it was this time Hawaii was finally lost its independence to America (1898).
