1. Насчет "признания иска".

У ответчика несколько опций при получении судебной повестки с копией искового заявления:
Defendant
1) pays the claim,
2) ignores the claim,
3) admits the claim (когда признает иск, но сразу оплатить не может)
4) ackowledges the claim (что обозначает просто подтверждение получения судебной повестки с целью получения 14 дней для подачи своих возражений на иск)
5) disputes the claim.

т.е. to acknowledge the claim - расписаться в получении повестки

The defendant can decide to return an 'Acknowledgement of Service' to the court.

The defendant will do this if they need more than 14 days to issue a defence or wish to dispute the court's jurisdiction. This could be used by the defendant as a delaying tactic. However, they would then not be able to apply for a judgment to be 'set aside' at a later date - claiming that they had never received the summons.
This option is new. It didn't apply in the older small claims procedures (pre 26th April 1999).

2. Насчет "предмета и основания иска", из которых по законодательству РФ можно изменить только что-то одно (или предмет, или основания).

"Предмет" соответствует details of claim, это сами claims - исковые требования, которые заявляются сразу. Поэтому claims подаются сразу в claim form (исковом заявлении), о основания могут быть поданы и позже.
"Основания" соответствуют particulars of claim, это факты, на которых основаны исковые требования.

I don\'t think that this is a matter between a plaintiff and a defendant, or there would not be mention of \"оговорен в доверенности.\" To me it sounds like some kind of fiduciary document where someone is controlling an asset has the right to decide which claims will be accepted etc.

Better yet, the right to *amend* the claim or its basis.

Is this a power of attorney or some sort of trust? It is hard to know which synonym is most apt without knowing the document.
