disagree  Richard Nice: yes, but which of the above? The 'municipalité de Paris' is very different from 'l'agglomération parisienne'. Disagree on grounds of looseness, contradictory + incompatible answers.

this sounds like a good option - combines the 'town authorities' element with some geographical outline; a better option would include the population teh technical director is supposed to "represent"

I feel that \'metropolitan\' naturally covers a group of municipalities: Emmanuela, I know Montpellier like the back of my hand, there are four municipalities that make up \'Montpellier\', and the \'agglomération de Montpellier\' covers Laverune, Saint-jean de vedas, Lattes, and several others. So a municipality on a large scale (say a population of over 300,000) actually covers several smaller municipalities. The \'Police municipale\', for example, covers the teh four major municipalities making up \'Montpellier\'.
That said, translation-wise I\'d suggest Philip uses a relatively \'vague\' term unless he wants to check out the actually administrative structure of the agglo in question, since for a UK/US public there may not be a perfect match in town planning - compare Paris and London for example (London vs Greater London)
