The context is that this fire brigade guided a company's employees through a fire drill. As far as I can tell this has nothing to do with the Jieitai (SDF), and "Self-Defense Fire Brigade" doesn't sound right anyway. My next thought was "volunteer" fire brigade, but I can't find anything to substantiate that. I found one instance on Google of a woman saying she belonged to the 自衛消防隊 at her company. Can someone explain to me what this means?

Explanation:
This is a volunteer group composed of volunteers at business buildings, shopping centers, convention halls etc., where quite sizable number of people come and go under. This is formed under the guidance of local fire department. Due to popoluation density in Japan, once fire erupted, these places are good candidates for disaster.
It is for this reason local governments encourage those entities to form volunteer fire fighters trained under the auspices of local fire departments.

Thanks to all. I'm giving the points to Susan because her explanation gave me the clearest picture. But I ultimately called it "in-house fire fighting crew," (thanks, cinefil -- I realize I arrived at the same answer as you after I understood it well): "In-house" to show it belongs to a building (not necessarily just one company) and "fire fighting" because it seems they are there to respond in case of a fire, not just to prevent one.
