Reprensentation of regional culture/sentiment Explanation: Obviously xxxx is sponcering source organziations and has consulting entities in various regions. So xxxx must be a nationwide (or even worldwide) organization (or is it a governmental entitiy?). They (xxxx) drafted up an intial document putting ideas together, but they think the final documention must be all encompassing and wide ranged, so it represents larger/wider ideas that is acceptable to possibly all populations of regional differences and local sentiments.
