Obviously xxxx is sponcering source organziations and has consulting entities in various regions. So xxxx must be a nationwide (or even worldwide) organization (or is it a governmental entitiy?). They (xxxx) drafted up an intial document putting ideas together, but they think the final documention must be all encompassing and wide ranged, so it represents larger/wider ideas that is acceptable to possibly all populations of regional differences and local sentiments. Thereby xxxx's next step is to ask regional forums and reviewers (their consulting bodies) for inputs and implementations of such purpose(s).
