By itself it is clear and simple, but following seems to offering you further help, quoted from the site below.

In my experience, "grass roots" generally refers to local people working together to find solutions to problems in their communities. Particularly in the advocacy community, I've noticed that "grass roots" organizations are often contrasted with organizations founded by outsiders, usually meaning upper class people, the dominant racial group, or professionals.

In sum, this is an organization formed at the most basic level of a society that is small loacla community formed mostly through their townhall meeting, or even from someone's living room. Opposite is organizations formed by social elite (nationally known influential people, famous political and or academic characters etc., who can speak with expetise and authority on the issues at hand). There are many such organizations of good cause, but they usually do not addres things that are close to home for the local population (such as specific housing needs, polutions, mass-transit, etc.) .
Of course national level activities/organization can coexist with, and often risen from grass roots level. So they are not mutually exclusive.
Grass roots organizations are so close to home, members can discuss matters with first hand experiences and can identify with those problems in everyday basis.

=> in my understanding, it now often simply means 'the common people', or the basic stratum of society, regardless of politics.

(eg Our Maori leaders in this country talk about working 'at the flax roots'with their own people (because flax is the basic level of Maori life - they were hunter-gatherers, whereas grass is the basic of the life of the European settlers - they were pastoral farmers.) That is a local development in the vernacular here...but it cannot be taken as typical)
