Spanish term or phrase: debe tenerse presente (usted or third-person)(
Yes, I know that "usted", technically speaking, is itself a form of the third person, but you know what I mean! My normal reaction would be to use "you", but the first paragraph uses the third-person ("the advertiser"), so I don't know whether it would be a good idea to change to the second-person.

It is worth reminding the advertiser that, in accordance with section 3 of the Spanish Breweries’ Self-Regulatory Advertising Code, “both television advertisements (...) must include the message indicating that moderate drinking is a vital aspect of responsible consumption. This message should be expressed in the following way: “(the brand name in question) recomienda el consumo responsable”. The text should be written in a clear format that is easy for the target of the advertisement to read. For television advertisements, the message must always be written horizontally and a font size of 22. For advertisements lasting less then 30 seconds, the message must appear for 3 seconds; for advertisements lasting longer than 30 seconds, the message must appear for 5 seconds.

It is important/essencial to take into account
Explanation:
Don't personalize it. In Spanish the sentence uses "se", which is impersonal.

If you want to personalize, just write: Take into account/Keep in mind...
