Anyway.
What exactly do they mean by "legen" here?

Alle notwendigen Spezifikationen bzw. Schnittstellen sind offen zu legen.

I'm sure it's perfectly obvious but I fell asleep on about page 10 and there's still another 13 to go, :)))
