in the US, university degrees are a 3-part thing: first the bachelor's degree, then the master's degree, then the Ph.D. degree (or a bachelor's degree and a professional degree, i.e.: JD, MD, etc.), so titulo universitario could be a bachelor's degree or any of the above. Colleges only confer up to the bachelor's level. Universities confer from the bachelor's up to the Ph.D. level.

It doesn't really matter at what level. If I'm asked in Spanish for my "titulación universitaria" and I tell them I'm a doctor, it's assumed I've passed through all the prerequisites.
