アーチュチャー

Explanation:
アメリカに長く住んでいますが、いまお初にお目にかかりました。おっしゃるとおり、ヨーロッパの苗字は英語読みだと発音が違いますね。なんだかこんな風になるのではないかということです。知人のネイティヴ人種にひとりだけあたってみましたが、こっちもやっぱり知らないそうです。lの音は英語は非常にだらしないので、ルとちゃんと発音しません。米語はとくにそうなので、こんなところかしらん。あんまりタヨリになりませんね。

Explanation:
If this is French, I would venture to guess:
アルテュシェー

French words always place the accentuation on the last syllable.

For American English speaker, the pronounciation may be as Ms. Koyama has stated. However, with names it is virtually impossible to be sure without asking the owner of the name how it should be pronounced. Sometimes they intentionally prefer to ¥'mispronounce¥' the name. Is that possible?

オータッチャー

Explanation:
USAではいろいろな先祖をもつ人がいて名前のスペルや発音もその人次第です。
同じスペルでもその人が同発音してほしいか次第で全く違う発音になることがよくあります。

強いて赤の他人が発音しようとするとこうなります

Alternative オータナティブ
such, ouch, サッチ、アウチ
teacher ティーチャー

などの単語と発音から推測して
オータッチャー です。
