Asker: It was used by a reporter to describe US invasion of Iraq - American hegemony. Just wonder if it can also be use to describe \"projek megah/mewah\" or is it only be use exclusively to describe certain thing.

I think it definitely can be used to describe \"projek megah/mewah\" if the people/gov who think of the project can ill afford it, financially or otherwise.
