This kind of notation is found on many academic transcripts, refers to the course being "accredited" or "recognized" usually by the state's Dept of Education. In which case Ministerial might not be correct, could be Departmental Directive (if the issuing body is Secretaria de ....). Unless you are new to this kind of translation, you should have encountered this term many times, already. Now you have it correct.
