The OAS receives this information and the preferred English translation directly from its Member Governments.

Asker: I like "cabinet minister". My only reservation is that it is widely used in parliamentary governments, which is not the case of Brazil.

English does not usually employ the term cabinet minister and minister of [WTF]. I suggest you just say finance minister/ foreign minister etc and drop the 'de estado' part

I mean although ministro de estado is "cabinet minister", or you can say what he/she is minister of e.g. "finance minister", we do not use both together, as in Portuguese, so we would NOT say "cabinet minister and minister fo finance"

Asker: How do you suggest translating Ministro de Estado in the context I gave above? It refers generally to ministro de estado, without specifying the ministry.

Asker: I am confused. You wrote "English does NOT usually employ the term cabinet minister...". But wrote just below it "You could just say 'cabinet minister'" Please clarify.
