Como verbo, eu acho que "manifestar" cabe bem no contexto. Mas, como substantivo (no caso de "speak-up culture"), eu acho que "cultura de manifestação" leva outro sentido e "cultura de denúncia" é muito forte.

Alguma sugestão?
