  -> Grazie. It occurs to me that I used to examine birth certificates - some in EN from many states, some certified translations - and no one in our office would care about this. Indeed, over the 200+ years of our jurisdiction, our own format often changed.

Se Lei sta chiedendo se sia consigliabile o meno l'uso dell'ordinale (__th), allora direi che il Style Guide per l'inglese americano usato dall'agenzia cloud di traduzione Gengo (in California) esige appunto l'uso dell'ordinale:

"Dates should be written as Month Day, Year. The ordinal suffix should be included in the date.
Example: June 7th, 2010 (not 7th June 2010 or June 7, 2010)"

Tuttavia, sarebbe pure comprensibile a lettori americani scriverlo per esteso come nell'originale, "On the tenth day of May in the year 1960..." (senza virgola).

Poi, penso che negli Usa il formato dei certificati di nascita vari da uno stato a un altro e forse anche da una contea a un altra. E mentre talvolta i certificati rilasciati dagli ospedali, o rilasciati dalle città o contee dietro richiesta, sono scritti per esteso come la frase da Lei fornito qui, di solito la denuncia stessa di nascita consiste di un modulo con dei riquadri da compilare. Ecco alcuni esempi di certificati di nascita:
