Discordo. Faça uma pesquisa de “the company qualifies as” e verá que tenho razão. “ if— ... by the company qualifies as a small group, as determined by section 383(2) to ...” Há muitas o ocorrências e o contexto é precisamente este.

Not qualifying, because it's not a selection process. It's a classification process among those that were already qualified and selected. It's a mere categorization, or classification. Enquadrar, IMO, means being classified into a specific category.

a pergunta esclarece isso.
Trata-se de definir se a atividade de uma empresa se enquadra ou não em determinada classificação, neste caso, micro-empresa ou empresa de pequeno porte.

Falta contexto. O enquadramento é em quê? O enquadramento consiste em quê?Enquadrar pode ser: focus, frame, enframe, define, comply. My guess here would be comply. However, if the form was in EN, the 3 terms would be COMPLIANT, RECOMPLIANT(!?), NON-COMPLIANT.
