Was haltet ihr von folgender Lösung:

Ohne eine breite Begeisterung in der Bevölkerung für einen der beiden Kandidaten – den ehemaligen Vizepräsidenten Joe Biden oder den Amtsinhaber Donald Trump – sind wie dar Ansicht, dass der Ausgang der Präsidentschaftswahlen keinen nennenswerten Einfluss auf die Wahlen auf niedrigerer Ebene hat, die parallel dazu stattfinden.

Down-ticket candidates refers to all candidates on a ballot that represent a subordinate office than the main office at stake in the election. Presidential elections occur ever 4 years, congressional every 2 (the house of rep. is entirely up for election, whereas senators have-year terms, so only 1/3 of the senate is up for election). So on a presidential ticket, all house-of-representative seats and 1/3 of senate seats are also on the ballot, and because they are subordinate offices, they are called down-ticket.
Down-ticket candidates can 'receive a boost' from the winning presidential candidate IF this candidate has managed to mobilize a lot of voters, because these voters-who may not have been inspired to come out two years before-are now giving their voice, and most likely simply voting for the president's party 'all down the ticket.'
So in this context, I believe that the lacking boost for down-ticket candidates is not referring to the state's top-down or bottom-up tendencies in previous elections, but suggesting, regardless of previous tendency, that no significant troves of voters are going to show up for either party and completely influence congressional outcomes.
