É apenas um palpite fraco mas achei um livro norte americano do século XIX chamado The international code of signals for the use of all nations (by United States. Hydrographic Office) que relaciona letras a códigos e códigos a bandeiras e tem todas essas siglas acima e bandeiras correlacionadas. Boa sorte
