Tilannetta luonnehdittiin vakavaksi, epätyypilliseksi ja odottamattomaksi sekä mahdollisesti koordinoituja toimia vaativaksi kansainväliseksi ja leviäväksi terveysuhkaksi. Lisäksi tilanteella katsottiin olevan seurauksia, jotka mahdollisesti edellyttäisivät välittömiä toimia myös epideemisten maiden ulkopuolella.
