Я думаю,что это может быть контракт при приеме на работу преподавателя (в школу,колледж).В принципе дипломы учителей признаются,но надо сдать экзамен на право преподавания чего-то,в данном случае - иностранного языка,напр.французского,немецкого,пр.Но без контекста трудно что-то определенное сказать.

Если о переводчиках- то: в контракте оговорено(согласовано),что переводчик Х должен иметь лицензию,подтверждающую его квалификациюю Хотя честно говоря,не уверена,что переводчику нужна лицензия(уверена только насчет врачей и юристов).Скорее,сертификат.Хотя,если какой-то важный текст- может быть,и лицензии требуют.Где их получают,интересно?

Только как комментарий, поскольку идея принадлежит Виктору Николаеву, к тому же я не очень знакома с точной да еще и современной издательской терминологией, однако "лицензироварие изданий" встречается на русском Гугле достаточно часто.

Что касается "единственного числа", то оно тут не при чем - в подобных грамматических конструкциях всегда употребляется только единственное число - Payload system support в отличие от support of payload systems, например:)
