Überschriften kann man ja immer erst dann übersetzen, wenn man den ganzen Text gelesen und verstanden hat, daher ist das mit so einem Ausschnitt schwierig. Ich verstehe es so, dass der Autor nach dem "großen Ganzen" fragt (big picture). Kann es sein dass er empfiehlt, nicht immer nur kurzfristige Wirkungen zu betrachten sondern längerfristig und global zu denken?
