Hello everyone!

I am translating a contract from French into English. It is the result of an international tender, this is why I'm doubting. The exact paragraph says:

"Nous avons l'honneur de vous informer que le Contrat XXX du XXX d'un montant de XXX, portant sur XXX, vous est notifié à compter du 29 Octobre 2019.
Dans ce cadre, prière déléguer votre représentant dûment habilité muni d'une lettre d'accréditation portant le timbre humide de la société pour retirer les exemplaires qui vous sont destinés."

Normally you would translate 'notifier' as 'notify', but in this context, could they mean that the contract was awarded?
