It was not used in a negative way at all, and thrifty is not a negative term here. To me thrifty gives more of a sense of thoughtfulness, of spending something wisely in a successful, industrious way. Frugal suggests a tendency to be excessively saving, and not necessarily with money, but more with food and clothes. But that might be just a personal impression.
