The suggestion has been made that the international bodies have a lot to put in order to avoid Glasgow's COP 26 failing, as Madrid did last year.

There have been so many referrals back to previous sub-clauses, that I am unsure when "gia allora" is referring to. FOr example: "we already knew"? "We will have known" etc?
