My problem here is not so much the word meanings, but which phrase this one refers back to. If I am correct and it is "alcuni paesi), then I do not know how to transalte "non decidano" following "nessuno vieta".

Nessuno vieta che alcuni Paesi, vedi quelli membri dell’ Unione Europea che questa volta con il suo “Green Deal Plan” presentato dalla nuova Commissione Von Der Leyen, ha fatto una buona figura complessiva, non decidano di guidare il processo mettendo un surplus di politica e di volontà concreta in questa assise normalmente relegata al lavoro di cesello diplomatico.
