I am trying to make "Ma si puo..." onward a new sentence (for obvious reasons). But now the problem I have is where the sentence leads to and what "un passo indietro" refers to. Is it saying that making the COP meetings bi-annual a possible step backwards, or is the step backwards referring to something else?

Sarebbe forse stato utile rendere l’appuntamento politico e di grande visibilità mediatica, a carattere biennale, inframezzandolo magari con una conferenza mista governi, Ong, associazionismo civico, ma si può comprendere che avrebbe potuto significare anche simbolicamente un passo indietro, l’ esplicitazione di un timore a proseguire il cammino.

It says biennale, every two yesrs, not biannuale, twice a year.
