agree  Daniel Williams: 'not permitted' would be another, or 'written opinions may not be submitted' or 'written opinions will not be considered'. Several ways of getting the same idea across.

  -> Thank you, Daniel. Yes, I considered "not allowed," just like you. One can choose several nuances, depending on how formal one wants to sound. Making "written opinions" the subject of the sentence is a good option.

agree  David Knowles: with Daniel's suggestion: "written opinions may not be submitted"//But maybe "board members may not submit written opinions" would be better because "board member(s)" has to fit in somewhere.
