I would think that to be really accurate, the translation should refer to negotiating salaries, perhaps "wage-negotiating bodies"?

neutral  Wolf Draeger: Perhaps you're overthinking this? The most likely meaning to me is the plethora of bodies (now condensed into the CSE) that represent employees. And salarial (cf. patronal) is also an adj. of salariés // Check your Petit Robert :-)
