Исходная фраза написана "не совсем по-английски", т.е. с грамматическими ошибками. Возможно это "chinglish" или "indglish".

В нормальном варианте можно было бы сказать так:
The operator must know where the emergency button is located in case of a dangerous situation.
или
The operator must be aware of the location of the emergency button in case of a dangerous situation.

Ошибки исходной фразы:
1) пассив вместо актива (should be recognized)
2) пропущен определённый артикль перед emergency button
3) глагол вместо причастия provide должно было быть provided (и тогда последнее слово happenS было бы не нужно
4) неправильное использование артикля the вместо a (если только речь не идёт о какой-то конкретной описанной ранее экстренной ситуации, например, попадание ноги в колесо)
5) отсутствие окончания -s в 3-м лице ед. числа: situation happens, а не "happen".
