My take: 1. Contractual non-conformance: Failure to meet contractual provisions. This would certainly include dubious forms of conduct, such as awarding fat contracts to your friends. 2. Non-conforming conduct (aka "misconduct") - i.e. cases that are not necessarily breaches of contract. The plural in Heb can be translated as "types of", "cases of", etc. -------------------------------------------------- Note added at 3 days 1 hr (2019-10-03 18:00:28 GMT) -------------------------------------------------- I don't see anything confusing: אי התאמה means non-conformance אי התאמה בהתנהלות means non-conforming conduct Obviously, contractual non-conformance is non-compliance with the contract, or failure to meet contractual provisions, while non-conforming conduct means misconduct, perhaps of a lesser severity than contractual non-compliance. In this sense, these may overlap to a certain extent. I don't think you have to worry about the philosophy of overlapping types of nonconformities.
