I'd avoid translating "occupiers" by "locataires" as an occupier can be an owner-occupier, a sub-tenant or a licensee (let's assume squatters aren't intended to be included here, but they would also be "occupiers"). Also, a tenant is not necessarily in occupation of the premises that they rent, which may be empty or sublet.
