However, I would use the phrase "their counterparts" to refer to both "procuradurías de justicia" and "fiscalías" because for practical purposes in a translation, there is little difference between them. In Mexico, procuradores and fiscales are synonyms, only now there has been a legal reform that has altered the government's organizational structure, which has changed the name from procuraduría to fiscalía. I'm not sure whether the states' attorney generals have undergone this name change too. In your source text, the first reference is presumably to the Federal Attorney General's Office, and the others refer to the those of the states and the (former) Federal District (now just Mexico City).
