The concept of charter schools, a school funded by the state but operated privately/independently, does not exist in many countries. So I think it might be necessary to explain the term when it’s used for the first time either in a footnote or in brackets within the text. I’m not sure who your target audience is but I would be mindful of what existing types of schools are called in Arabic speaking countries. Many Arabic speaking countries have two types of schools under their education systems: state schools (مدرسة حكومية أو مدرسة عامة) and private schools (مدرسة خاصة أو مدرسة أهلية). I originally wanted to use مدرسة أهلية عامة but since أهلية is used for private schools (with tuition fees) in some countries I think it would confuse some readers. I opted for مستقلة to indicate that the school operates independently from the state school system and عامة because students don’t pay tuition fees and the school is open for all students.
