This is clearly a typo or scanno, and it should read '20% spare' — very typical in this sort of context, where provision is made for some spare capacity to allow for future modifications, expansion, etc.
Without more context, it's hard to tell why they say 'terminals points' — in my experience, this would simply be 'terminals', and if they wanted to further qualify it, then they would be 'control terminal points' (note singular 'terminal'!)
