I've seen "alvará" translated as "license", which I don't think fits this context. I has to be a court order. According to Aulete Digital:

alvará: Documento emitido por autoridade judicial ou administrativa, que ordena ou autoriza a alguém a prática de determinado(s) ato(s) [+ de : O juiz concedeu um alvará de soltura ao preso. - http://www.aulete.com.br/alvará

A court document that orders something can't be a license; it must be an order!

No âmbito da Justiça Federal, o precatório é a determinação judicial para pagamento de uma dívida da União ou de suas entidades e autarquias.
