Taken from a Bachelor's Degree grade transcript from Peru. It appears at the top of the document before the courses and grades are listed. Full sentence is: 'El director de la secretaria general certifica que en en los libros formados por las actas de notas finales de las asignaturas rendidas ante los jurados constituidos según ley aparece que Sr. Xxxx...'. The courses and grades are then listed. The source document I'm working with is in terrible condition and there may be words, commas, periods etc that I cannot see and may be why I cannot make sense of this phrase.
