s.u. Explanation: Die Antwort ergibt sich im wesentlichen aus dem Bloomberg-Artikel im Link unten: Die USA haben den Handel mit venezolanischen Anleihen verboten. Diese Anleihen sind daher nur noch schwer zu verkaufen und wenn, dann mit Preisabschlägen. Mark-to-Market-Bewertung führt dann dazu, dass ein Portfolio mit solchen Anleihen an Wert verliert (obwohl sich der Nennwert der Anleihen und ev. auch die Ausfallwahrscheinlichkeit nicht verändert hat). Dass der Manager dass als "Noise" bezeichnet, soll suggerieren, dass er die niedrigere Bewertung für rein temporär hält.
