It's actually a Spanish translation from Italian, describing the Italian NSO project (Nodo Smistamento Ordini), an initiative whereby the Italian Ministry of Economy and Finance intends to implement electronic ordering within the public health sector. There are three possible scenarios: order, complete/full order and order agreement
In the order scenario, the customer sends a simple order with no need for a response.
The second scenario, also called complete or full order, involves three types of messages. The customer's order to the supplier, the supplier's response to the customer and subsequently it is also possible to send a new message called (possibly) an order confirmation.
The third scenario is the order agreement. In this case, it is the supplier who opens the communications with the NSO by sending a pre-arranged order. The customer has the option of sending an order confirmation to close the process.

I personally haven't come across a full order, complete order, etc. An order is an order and I agree this is a company-driven terminology. However, if you read the whole paragraph: it says 'the so-called 'pedido completo' has three messages: the order to the supplier, the response of the supplier to the client and then an confirmation of the order. Thus, to me this is about order processing.

There is very rarely a standard or official translation, except in international law. This is one company's terminology, and any of your suggestions is fine. I'm not going to vote this non-pro because you've asked us not to, but I think this is very straightforward.
