Inizialmente ho pensato a "stato emittente" ma in realtà il documento è redatto in Germania (firmato da Oberstaatsanwaeltin).

Explanation:

Credo che stato emittente possa andare bene qui perché potrebbe essere che l'ordine sia stato emesso in Italia e registrato in un registro internazionale come Schengener Informationssystem o Europol Information System (EIS) . Quando un paese emette un mandato di perquisizione e di arresto e questo viene inserito in un registro di questi ultimi, gli altri paesi dovrebbero molto probabilmente emettere a loro volta un ordine all'interno dello stesso paese, in questo caso la Germania.

Personen und Sachen werden national (z. B. im bundesdeutschen Informationssystem der Polizei) oder international (z. B. im europäischen Schengener Informationssystem oder im Europol Information System (EIS)) zur Fahndung ausgeschrieben.
