Civil means not only private Roman civil law, but also -somewhat incongruously - to keep polite: 'Can't the schoolchildren keep a civil tongue in their heads' - *civility* not necessarily being a connotation that applies to parental custody, care & control or access a.k.a. contact disputes.

Otherwise, restraining orders are used more in English-speaking countries for case of harassment and domestic violence, though perhaps another of my prof. colleagues can pick up the baton (rather than cudgel) and run with it.
