Horas superficiales

English translation: Surface (non-air) shipping hours

SPAIN, but the text may be from Mexico, or any other countries that use the term "folio fiscal". I have no useful context to go on, as I am translating an alphabetically ordered list. Asking the client will be a waste of time (they even misspell "customer" as costumer). I'd simply like to know what "superficial/es" means here.
