'Bay' and 'rack' are iften used interchangeably in EN; if there is any nuance of meaning, one might say that 'bay' emphasizes its function, what it is used for, while 'rack' tends to place the emphasis on the form it takes: a 'rack' is a specific kind of equipment installation facility, almost invariably referring to the 19" modular racking system. A bay may often use this system too, but it is not automatically implied by the name itself: other forms of 'bay' also exist.
Both terms are equally used in FR, without, I suspect, any real nuance of meaning; but I see no reason here to perversely depart from the literal rendering — thereby avoiding any risk of over-interpretation.
