Es geht dabei um das Aufnehmen von Farbe (aus dem Tiegelchen des Produkts) mit dem Pinsel, aber "work off the top of the cap"?.

Ich kann mir nur vorstellen, dass "with the top of the brush" gemeint sein könnte, dann würde es Sinn machen, in dem Sinne, dass man mit der Spitze das Produkt einarbeitet.
