But what I can say when we visit a country and when we go under the skin of the economy is, look at your procurement laws. They facilitate corruption right, left and center. From bureau A to bureau Z. We can look at all the position posting where license fees are extracted. Where special permissions are required. So, from a purely policy and institutional point of view, you can actually point the finger, and then it's for the authorities in the country to decide whether they want to to do it or not.

Explanation:
Lagarde's English is usually pretty good but this is difficult to understand or say what it refers to exactly. It might be about government job postings but I doubt she would hone in on something like that rather than on wider "positions" where corruption might take place such as economic/fiscal/development or governance.

However, since "procurement" is mentioned just this before I think it could be about the tendering process and all the areas or places where bribery or corruption could easily take place? So, posts or ads for submitting bids/tenders? Or posts/ads for companies or individuals applying for exploitation or operating licences?
Or false economic positions being touted?

Thanks for the video. Excellent interview. I've given some parts of it in transcription above). So, listening to this makes me more convinced that she IS talking about governance positions re corruption in procurement & fiscal policies/licensing. That is the whole tone of the conversation at that point.

Note 9.26. that she pauses after "position" and then says "postings" so they are two separate words and she is using "posting" as a synonym for "position"

Mohamed. I think she clearly thinks "posting" is synonym of "position" so I'd keep the meaning of the latter. If you want to use "We can look at all the positions, postings, where license fees are extracted, where special permissions are required", you could just use the synonym "places" I think for both. = Places where corruption can occur/come about.

neutral  B D Finch: Goodness knows what she meant, the positions could be market positions or job positions and posting could be publication or advertisement. Perhaps one needs to ring her up and ask? ;)
