I know I'm a bit late here, but these are not saplings at all, which are young trees, but new growth from coppiced eucalyptus which could be decades old. https://renconforestry.com.au/managing-coppice-in-eucalypt-p...
Neither are they basal shoots, which grow out from roots, as eucalyptus shoots grow from coppiced stumps. Normally, o 'desbaste' (thinning) leaves 3 shoots, one of the problems of poorly managed eucalyptus in Portugal is that the owners don't do this, leaving wild growth.
