Muriel, my first impression is that we're facing yet another example of the typical Brazilian ornaments in official texts. This "chamamento" likely refers to a simple call-up, outsourcing or engagement by contract, i.e., it should be "contratação" or "convocação" in PT. "Chamamento" is not commonly used in this sense.
