Asker: Thanks for this answer, which provided the insight that this is an adverb! I think however it is too context-specific to warrant an entry in the Proz glossary.

agree  Anne Schulz: "technically" would be my interpretation as well (strange way to put it, though, something along the lines of "based on their form" cannot be ruled out)

agree  Björn Vrooman: Not a medical expert, but I agree with you and Anne; it's either "strenggenommen" (technically) or "dem Anschein nach" (look...). I think it's short for "nach formalen [zuvor aufgestellten] Kriterien."
