One in which "également" comes before both A and B. Not the case of this ST:
At the end of the previous sentence, you have a mention of
"... les procédures d’information et consultation locales=[A]."
Then in the next sentence you have a mention of "au niveau national=[B]", and "également" in-between the two, so we go back to square one, to what Marco Solinas sugested: [A] and in some case also [B]
In fact (after a more careful rereading) you have to go all the way back to the beginning of the previous sentence!!!
"également" is about the relationship / the logical link between what's happening in a Comité d'entreprise européen "au niveau européen" that in some cases is "également = also" relevant/pertinent to what's going on "au niveau national"
