I think the translation of объект as "facility" is the main problem, apart from the fact that the Russian text seems to be poorly written (as far as I can judge). -------------------------------------------------- Note added at 2 hrs (2019-01-11 13:48:25 GMT) -------------------------------------------------- The phrase "построенного, реконструированного объекта капитального строительства" gets 49,000 G-hits, so this seems to be a set phrase, even though it only makes sense to me with "или" between the two terms. Russian native speakers will need to figure this out! |

rebuilt capital construction project (but see note in explanation) Explanation: Unless "close to the original" means "make sure it's not recognizable as English," don't use "capital construction facility," which would appear to mean "a facility where one conducts capital construction." I'm listing an option with "project" first, but don't like it in this context where it's proceeded by "built/rebuilt," because "project" denotes the thing as well as the process of building it. Possibilities: newly built/rebuilt capital construction project newly built/rebuilt unit of capital construction newly built/rebuilt permanent works newly built/rebuilt permanent facility |

The links below show that the English phrase only appears online with a comma between "construction" and "facility" or with another words after "facility," such as "facility maintenance" for prisons in Maryland. And as Mikhail points out, something cannot be both constructed and reconstructed.
